If I may make a suggestion for a topic that might be good for the class,
perhaps you can explore the transfer of the islands in Boston Harbor
from local control to the State Parks and then the National Parks Service.
At the time, urban parks like the harbor islands were a new an untested
idea.
Here's a piece I co-wrote a while back that might be of interest to
some. It focuses on the conflict over old growth forests in British
Columbia.
