Dear GEP-ed, I'm working on a project which involves gathering data on which domestic climate policies use carbon offsets. I've had a lot of luck finding this info for most nations and sub-national efforts, but I'm stumped on the Chinese pilot programs and the three sub-national ETSs in Japan (Tokyo, Saitama and Kyoto). I can't find any written record of these in English.
