move osmo_ss7_vty.c [back] into libosmo-sigtran
Now that the VTY has no static dependencies like a global ss7_instance
anymore, we can move it back to libosmo-sigtran and make use of it in
other programs outside osmo-stp.
This requires Change-Id I184a7
