libcommon-cs: move vty bits to libbsc/bsc_vty.c
The gsm_network VTY was partly shared between libmsc and libbsc in the old
openbsc.git; now osmo-bsc.git has its own copy, so merge all of it into
bsc_vty.c.
This leaves common_cs_vty.c practically
