I'm getting this same error this morning intermittently on everything I try
to download. If you leave it a few minutes and then try again, it'll
generally work. Perhaps a problem with the BBC's server?

Looks like you did what I did - copied the line from the email. However
that had added a line break between the start of the instructions and
the URL. Copy the line onto something and remove that line break before
applying it.
