I think your suggestion of adding
# Set user-defined locale
export LANG=$(locale -uU)
worked. No more perl messages.

This one is very strange, from the error and the fact that it continues it
looks like whatever TEMP and TMP
are pointing to are not always available or some locking issue is going on.
I would try running ProcMon
