That list is (with hindsight) misnamed, it doesn't in fact have much
discussion about GIMP itself at all. But the name goes back to the
early days of the GIMP port to Windows, when I had hopes there might
be lots of discussion

What makes it seem a project is that it has a separate Web page, separate
mailing lists, and a well known project leader (you). However, as you now
say otherwise, I have updated the Web page accordingly.
