yes, I am (by default) the Gimp UI brainstorm staff, and I had about
3 threads going on here before the list collapsed.

As has been said before, one should not think that the way GIMP's
windows behave on Windows is how they are supposed to behave. There
are bugs in GTK+ on Windows that affect GIMP.

I started off with a misunderstanding of what a content distribution
system means to GIMP, after speaking to Peter Sikking (guiguru) I
understand it to be:
-a process of packaging, hosting (not us, website/browser based) and
then installing, where we aim to make the install, uninstall much
easier
