During IRC conversation it was decided that moving by 3 hours would
run into workday for some key people so the new suggested times would
be 18:40GMT for GSoC meeting and 19:00GMT for dev meeting. If there
are no major protests on these times, lets consider the meeting moved.

Theoretically, it should be possible to move the dev meeting and the
gsoc meeting. I took a look at the world clock and the developer map,
and it should be possible to move the meeting to 17:00 GMT. The places
that will suffer from that decision are Canda and Brazil that will
have a meeting
