That does seem like an inconsistency at first but a lot of other programs
just use "open" for other file formats they can read in

With GIMP 2.8 (git compiled) when I do a Windows->Hide docks and
restart, if GIMP is in multi-windows mode it does what expected. If it
starts in single window mode it shows the docks, option enabled or not.
Is this a bug?
