The latest gimp git pull warns that I require gettext 0.19 or higher or the
build will have a partially broken localization. However, the latest
available gettext from GNU is 0.18.3.2.
Why this requirement for a version higher than currently available?

In the tests.c file, we use symlink( (link_target, link_name);
However, symlink does not exist on Windows mingw.
