I'm not sure I understand your problem, however it might be that in GIMP 2.7
there is only one fuzzy round brush and one round hard edge brush. If you
want to use different sizes just use the scale brush function. Since the
brush itself is vectorial there won't be any loss in quality.

My brushes dialog shows Round Fuzzy (101 x 101) and at the
bottom of it is a drop down with "fuzzy, round," in it. I only get the
fuzzy round brushes. I tried clearing out the fuzzy, round and
refreshing, but it fills itself in and I only get fuzzy round brushes.
