how do i save changed key bindings

don't have either of these files. I've installed GIMP 1.1.14 from a binary distribution off the Bull site. can anybody tell me where these files are supposed to come from? or else how do I go about saving changed key bindings? TIA Jim Lane Systems Programmer Toronto Hydro office:
