(2) click the first point
(3) shift-click to draw a stright line to the previous point.

What foreground color are you using?
What line width have you set?
Try making the pencil width ridiculously large and see if you can draw a
ridiculously large line. If so, scale back to a width that works.
Check pencil Size, Hardness, and Force.

may have been about using Photoshop but the technique should be generic.
The issue is, I have two photos of the same subject (taken using a tripod) at
different exposures because the sky is nice but bright and the for
