gimp-python using synaptic.
Heal selection (Filters > enhance > heal selection) and Resynthesizer (Filters >
Map > Resynthesize) both appear and show their dialog boxes.

I thought this was happening to me too, but then I discovered we now need to
pay closer attention to the path. when you open the file again in gimp, check
to see where it was saved. I don’t know if anything is changed, but it seems as
though it has.

These effects can be easily replicated, especially with text, by duplicating
your object on a layer below your prime object. Not a one-button solution
but close enough.
