so. I can freely draw on it but I really want to use color replace to change the

It worked here. I had to increase the threshholds in Colour Replace.
Another way is to use select by colour and
IrfanView, freeware, has a plug-in for itself for import export.
If your windows machine has enough RAM to not be pure masochism you can run
Lubuntu in a virtual machine like Oracle VirtualBOX.
