I'm only complaining so much because it's such a useful feature, and I
want it to be even better, because I'll probably use it A LOT; it
should have been available since the start as a natural consequence of
the way git works.

The tests for the new XDG config file code are broken because the
environoment variable `XDG_CONFIG_HOME' is never set properly,
and the tests themselves do not use `XDG_CONFIG_HOME' or `HOME'
explicitly.
