For what it's worth, I just tested current `master` branch as well as this
branch (with a `make distclean` before each try) and they both worked. Ubuntu
20.04.1, all default build options.

The previous test installer contained a fix which fixed only opening files with
ASCII filenames but not filenames with non-ASCII characters.

Btw, I tested successfully:
- working directory with German umlaut, relative ASCII filename
- working directory with German umlaut, relative filename with German umlaut
- working directory with German umlaut, absolute path with German umlaut in
directory, ASCII filename
- working directory with Ge
This works if we use `g_locale_from_utf8()` instead of
`utils_get_locale_from_utf8()` (the latter is just a no-op on Windows).
Just committed it but will try to add some more descriptive comments and commit
message in the next days, so my future me won't wonder so much in the next 12
years :).

Hi,
I really want to have relative path in the geany session file.
Being able to deploy code ready to compile with IDE setup is a nice looking
idea!
So here is what I suggest:
1. Be able to open file with relative path from the session file. For relative
path, the root path would be the one
I did NOT test this and it's not the best solution, but given the mess about
encodings we have all around, it might be the easiest solution. So, does
something like this help?

Yes, I think it was a font-specific problem. I was using Noto Sans but when I
changed to Liberation Sans, the problem went away.

Hi, the latest (1.37) geany now has a problem editing markdown files in that
the text that is shown in bold font appears to confuse the cursor positioning.
i.e. click at some position within some bold text and then a second or so later
the cursor jumps from the clicked position to the location
