I am using Cygwin on an NT4SP5. I have a recent (i.e., up to date) installation of Cygwin (1.1.8-2). I installed ghc 4.08.2, and it seems to work. At least the simple "hello" works, and happy-1.9 seemed to compile and install with no problems.
