It looks like your IP address (199.232.38.4) is missing its reverse lookup records (4.38.232.199.in-addr.arpa), thus causing the double-reverse-lookup in DNS to fail. Contact your ISP (CENT.NET) or whoever assigned you that address to see if they'll update their DNS server to point that IP address
