Translate.org.za will be offering Open Source localisation training in
French, English and Arabic at a number of events across Africa as part
of ANLoc (The African Network for Localisation).
I know from time to time we see African languages wanting to get started
on your project, this i

With the Translate Toolkit we can already merge changes into an existing
PO file. Maybe one option is to email those changes and the coordinator
can edit those changes and merge them offline?

One other problem I have seen is that applications that make use of some
form of XML GUI designer often request all those strings when the dialog
is first built. So you log more then are actually visible.
