Caribou: retroactive freeze break exception request

Hi folks. I apologize for breaking the string freeze in caribou. I am not sure what I was thinking. On another note, I want to de-propose caribou for this release. So hopefully we could unfreeze it, and it could be ignore for a while until it will be proposed again for a future cycle. Cheers,
