I guess if you are small enough than your approach is ok. But at some
point, maybe when you reach partially supported (50%), you should first
take care of the stable release.

Our team translated 32% of the GNOME 2.22 documenation. During the 2.22
cycle we will continue to translate it, taking care of committing to
trunk too.
Maybe teams with low interface translation should do that for the GUI.
