I figured out how to change my moduleset to gnome-core and was able to
build pycairo and pygobject. I could then build gnome-tweak-tool. To
run it, I need to be in a jhbuild shell, but that's good enough for what
I'm doing.
So if Ubunutu is bailing on gnome3, are there any good debian-based
