There was indeed a US federal level medical device excise tax, but it
was placed in moratorium in 2015 and repealed in 2019:

This must be a county tax. Well, I'm stumped. It probably should be

If you are referring to the "Tip of the Day" dialog or the startup splash
screen, there are settings under Edit > Preferences > General to enable or
disable them. General help can always be found by clicking F1.
