If you select File > New File, the /New Account Hierarchy Setup/ appears (maybe you have seen this already). In the step /Choose accounts to create/, next to /Categories/ are two menus with locale (language) codes. Selecting "es" and ES" (or a relevant combination) will give you a set of /Account
