Actually, it turns out that I had already figured out this problem and fixed it
(by rewriting resource-set.make), but I forgot to commit the rewrite.
So of course gnustep-base localizable resources worked fine for me

PS: From the bug reports I see it's clear that after the massive amount of
changes in the past month or two, core is still stabilizing -- it may
be a month or so before we can ship a stable releas
