Since Christmas or so wget.exe versions 10.1 and 10.2 (last isn't
gnuwin32) can't retrieve the gnuwin32 project site on
sourceforge.net anymore. The command fails:
wget --ca-certificate=bin\cacert.pem -O project.html
https://sourceforge.net/project/showfiles.php?group_id=23617
