Some publishers (e.g. Wiley-Blackwell) deposit their authors' final accepted manuscripts in PMC (for those mandated by the NIH) but don't allow them to routinely deposit in their IRs. If the NIH's preference does change to IR deposit followed by export to PMC then this may force such publishers
