BDO inspects 'non-existent' drain in Navelim.

For the second time in less than a month, senior officials of the
Directorate of Panchayat made their presence felt in Navelim village
to probe into allegations of a non-existent drain at Sinquetim ward.

Close on the heels of an inspection carried out by the Deputy Director
of Panchayats, South, the Salcete Block Development Officer,
Laura Britto conducted a second inspection on Monday morning.
The BDO was accompanied by the Navelim sarpanch, Ana Carneiro,
panchayat secretary Prabhu and other officials.

This inspection comes in the wake of a complaint lodged by a resident
of Sinquetim with the Director of Panchayats last month, alleging that
the panchayat had spent Rs 98,400 during the year 1998-99 to construct
a 150-meter long drain, but was never constructed at the site till date.

The complainant had requested the Director to conduct an inspection
and seal the minutes book and other panchayat reports pertaining to
the last term of the body.

Panchayat officials informed that the Chief Minister, Manohar Parrikar
is also seized with the matter and is awaiting a report from the
Director of Panchayats.

Sources disclosed that the first inspection report conducted by the
Deputy Director, South confirmed that no drain was constructed at the site
mentioned in the panchayat resolution.

Panchayat officials later claimed that the drain was constructed at an
alternative site close-by since the length of the drain was found inadequate
to meet the drainage parameters.

In order to confirm this stand, the BDO today inspected this portion
of constructed drain, wherein the entire stretch was measured and
details noted.

Incidentally, the BDO also inquired with the panchayat whether the body
has taken any resolution to shift the drainage work to an alternate site
as against the earlier site.

The findings of today's inspection are not yet known and sources disclosed
that the BDO would submit her report to the deputy director of panchayat,
who in turn would forward the same to the Director.
