Transport dept still insists on ration card
----------------------------------------------------
The Civil Supplies Department may have issued a circular asking civil
authorities to refrain from insisting on ration cards as proof of identity,
but not all government departments can follow it in letter and spirit.
The Transport Department is one such administrative office of the
State Government, and continues to insist on production of the ration card
for vehicle registration and issue of driving licences.

Officials of the Transport Department claimed that they cannot entirely
go by such a circular issued by a State Government department because
much of their powers come from the Motor Vehicles Act, a Central legislation
that cannot be contravened.It is for this reason therefore, that they are
continuing to accept the ration card as proof of identity and ignore
the circular of the Civil Supplies Department, the officials said.

Director of Transport, D A Hawaldar, when contacted, denied that
procedures followed by officials of his department under the Motor
Vehicles Act cause any hindrance to the State's resident population.
At the most, he claimed, those temporarily residing in Goa and seeking
to register a vehicle with the transport authorities here may face a problem.
Hawaldar said although the civil supplies circular was a "good" one,
it is not feasible for his department to adhere by it, particularly because
several stolen vehicles from both, outside as well as within the State
were being brought for fresh registrations.

In such cases, insisting on a ration card as proof of identity could prove
to be an additional safety tier, he said. Hawaldar also said that the Motor
Vehicles Act provides for citizens to prove their domicile through the
electoral rolls if they do not possess ration cards. Under the MV Act,
it is also left to the discretion of the transport registration authority
to accept an affidavit from the concerned person in such matters,
Hawaldar added.

It may be recalled that the Director of Civil Supplies, N B Narvekar,
had issued a press release two weeks ago informing of the circular.
Narvekar, who also doubles up as ex-officio joint secretary to the
State Government, had said that government departments should refrain
from insisting on ration cards.

Besides, departments were also asked to delete, if necessary,
the provisions in their respective rules and notifications which require
production of ration cards, the press release that was issued by Narvekar
had said.
