Licences of 22 bars in Baina cancelled
--------------------------------------------------------
The commissioner of excise, Mr P S Reddy, has by an order
passed today cancelled licences of 22 bars in Baina area of Vasco
with immediate effect granted to their owners for retail sale of Indian
made foreign liquor and country liquor.
Mr Reddy in his order has said that he has reason to believe that
anti-social activities were being carried out in these bars,
where criminals were also harboured, which were detrimental to
public interest and also were bringing disrepute to the state and has
cancelled the licences by invoking provision of Section 16 of the
Goa Excise Act, 1964.
The excise commissioner in his order has further stated:
"From the facts contained in the letter of the district magistrate,
South Goa, and submission made before me by the public prosecutor,
I hold that the activities aided and abetted due to existence of 22 licensed
bars, also referred in the report of the district magistrate, were detrimental
to the public interest in as much as they pose serious problems
to the law and order in the region."
The district magistrate of South Goa, while acting on a report from the
superintendent of police, South Goa, had brought to the notice of the
excise department that continuance of operation of the 22 licensed
liquor shops, situated in the red light area of Baina beach, in Mormugao
taluka, posed serious threat to law and order in the region.
The police in its report had said that it was of firm opinion that the
licensees
of the liquor shops had converted their establishments into anti-social
dens,
which in turn were used for harbouring notorious criminals, pimps, etc
thereby bringing disrepute to the tourism industry in Goa and had
recommended cancellation of the liquor establishments.
Following the report of the district magistrate, Mr Reddy had served notices
to the owners of the bars asking them to show cause why the licences
should not be cancelled and subsequently suspended the bar licences.
The excise commissioner gave a personal hearing to the counsel of the
bar owners as well as the public prosecutor and the police before
passing the order.
Earlier, he rejected the plea of the bar owners that proceedings against
them be kept in abeyance pending disposal of their appeal, against
suspension of their licences, made before the Chief Secretary.
