Sir, The feasibility of Tillari Irrigation Project was based on 'growing 3 crops in a year', however, I have noticed during the last harvest around Goa that cultivators of large number of paddy fields failed to cultivate even a single crop. I have spoken with several prominent cultivators, (educated and not-so educated) and learnt that 'CULTIVATING PADDY FIELDS ARE JUST NOT ECONOMICAL'. Further learnt that there are hardly any native Goans capable of cultivating on their own neither paddy crop nor any other crops. Most agriculture labourers comes from other States i.e. Maharastra and Karnataka.
The feasibility of Tillari Irrigation Project was carried out about 20 years back, now, the feasibility factor of 'growing 3 crops in a year' appears to be disappeared forever. However, if Goa Government wants to make good use from Tillari Project can to divert the water to the water-treatment plants to solve the ever increasing demand for treated water for the Tourist industry, other industries and of course, for the local consumption. In view of these facts, CM Manohar Parrikar and the competent officials definitely have to re-think and study in details regarding these on going large investments. Water Supply Projects, Power Supply Projects, Irrigation Projects, etc need strategic planning and large investments from public funds, hence, prominent Goan Citizens cannot leave these type of matters entirely in the hands of politicians.
