Pak SC flays Oppn for opposing graduation criterion in politics
ISLAMABAD, July 10 (UNI): Flaying petitions by various political
parties seeking to withdraw the
stipulated graduation criterion for  parliamentarians, the Pakistan
Supreme Court has observed that the
amended qualification procedure will break the stranglehold of the
privileged class to contest
elections.The Chief Justice, Mr Sheikh Riaz Ahmad, during the hearing
of petitions, said if the
condition of graduation remained intact, it would allow any graduate
to contest elections without fear
of any discrimination as was the case previously when the privileged
class and feudal lords held a
monopoly in fighting elections, the news reported today.

BANGALORE OR HYDERABAD MODEL FOR MOPA: Even as the State government is 
planning to expedite work toward the proposed international airport at Mopa 
in Pernem, there are two models Goa plans to choose from: Bangalore or 
Hyderabad. The international airport is to be constructed on build, own, 
operate and transfer (BOOT) basis. As per the Hyderabad model, a consultant 
is appointed first to conduct a feasibility study and then bids are invited 
for the construction on BOOT basis. While in the Bangalore model, bidding 
is done first after which the feasibility study is conducted. The 
feasibility study itself takes 12 to 18 months. (H)

387 GOAN VILLAGES CONNECTED WITH TELEPHONE: Out of 414 villages in Goa, the 
telecommunication department has connected 387 villages with telephone 
lines, while the ministry had sanctioned Rs.36 crore for capacity 
augmentation in Goa during the last financial year. (NT)

MEET ON TILLARI ISSUE ON JULY 20: A high-level meeting has been convened by 
the Water Resources Minister, Filipe Neri Rodrigues, on July 20 to discuss 
the Tillari irrigation issue. It ill be the first meeting as part of the 
exercise to review the nearly Rs.1000 crore joint project of Goa and 
Maharashtra. (H)

RS.425 CR NEEDED FOR TILLARI: According to Felipe Neri Rodrigues, the 
balance requirement of funds for the Goa government for canal networks in 
Goa as well as the amount required to be advanced to the Maharashtra 
government towards the share cost of common works would be around Rs.425 
crore. (GT)

PROFESSOR WARNS: Dr Joe D'Souza, professor of Environmental Science at Goa 
University stated that he had cautioned the government to re-think over the 
Tillari Irrigation Project nearly three years ago since he had feared that 
it would turn out to be a white elephant. Dr D'Souza said that in his 
report he had pointed out that it was doubtful that Goa would have 
agricultural capacity to utilize Tillari water for irrigation. (GT)

EROSION POSES DANGER TO HOUSES IN ANJUNA: Huge chunks of land of the 
sea-facing cliff at Anjuna beach have collapsed into the sea due to the 
relentless battering by the sea waves. This phenomenon is threatening at 
least five residential cum business structures near the 20-metre high cliff 
located about 100 metres south of the Tourism Department's restaurant, 
Paraiso de Anjuna. Roughly, a 100-metre stretch of the cliff has collapsed

KONKAN RAILWAY TRAIN DERAILS: Matsyagandha Express from Mangalore to Mumbai 
got derailed yesterday at the Lajul tunnel on the Konkan Railway route 
following a landside due to heavy rain. Traffic along the route was stopped 
for nearly 11 hours. (GT)

TANAVADE AS GTDC CHIEF: The Tivim MLA, Mr Sadanand Tanavade, has been 
appointed as the new chairman of the Goa Tourism Development Corporation. 
The post was lying vacant after the erstwhile government sacked the former 
chairman, Mr Vishwajeet Rane, on the eve of the assembly elections. (NT)

WOMEN ELECTROCUTED: Surat Sada Desai, a 70-year-old woman from Kevona in 
Rivona-Sanguem died of electrocution yesterday when she came in contact 
with live wire which was lying on the road. (H)

PLASTIC BAGS BAN INEFFECTIVE: Though the government enforced the ban on 
plastic bags of less than 40 microns ten days ago, the bags continue to be 
used in the Goan markets. The causal attitude of enforcement authorities 
has nullified the stringency of the State government's notification. (NT)

VC VOWS: Speaking to "Gomantak Times", Dr PS Zacharias, Vice Chancellor of 
Goa University, confirmed that a commitment has been given to the State 
government of absolute accountability and better transparency in the 
administration. (GT)

RESHUFFLE IN CORPORATIONS: The State government yesterday reconstituted 
some of the semi-government corporations with the appointment of BJP MLAs. (GT)

NIGERIAN BOOKED: A Nigerian national (Helena U Anyanwu) presently residing 
at Alto Porvorim was arrested on charges of exceeding her stay in India. (H)

IT POLICY BEING MODIFIED: Information Technology Minister, Francis D'Souza, 
told "Herald" that the State's IT policy is being re-defined. "We are 
working on the policy," Mr D'Souza said, adding that the IT habitat at 
Dona-Paula is "nearing completion". On the "IT Resort", actively promoted 
by his predecessor, Ramakant Khalap, in Mandrem constituency, Mr D'Souza 
claimed that a section of the land in Morjim panchayat has been dropped 
from the land acquisition process due to local opposition. (H)

FACE-LIFT FOR COLVA BEACH: The Tourism Minister, Mr Mickky Pacheco, 
yesterday said that the Colva beach would be given a face-lift considering 
the increasing inflow of tourists on this beach during the tourist season. (NT)

TWO SCHOOLGIRLS MISSING: Two students of Progress High School, Panaji, were 
reported missing since July. There were rumours that one of the missing 
girls eloped with her lover. (NT)

DHAVLIKAR WARNS PWD CONTRACTORS: Public Works Department Minister Sudin 
Dhavlikar yesterday warned that contractors who failed to start works 
despite work orders, will face termination notices as per the rules and 
would be blacklisted. (GT)

ENTIRE CANACONA PLUNGES INTO DARKNESS: For the second time in the past few 
days, the entire Canacona taluka was plunged into darkness due to power 
failure. The power, which went off at about 8 pm on Monday, was restored at 
around 3 am on Tuesday. (H)

EX-ST BRITTO STUDENTS MEET: Ex-students of St Britto's High School, Mapusa, 
will be having the first meeting of their Association this year on July 13, 
in the School Auditorium at 6.30 pm. (H)

ANKIT IS SKILLED IN MIRROR WRITING: Ankit Phadsi, a 14-year-old student of 
Loyola High School, Margao, can write at length in reverse, which one can

EYES EXPRESS WOMEN'S PAIN

Artist Cheryl Braganza exhibits her work at Kirkland Library this month

The women stare back at you, some directly, others off into a distance only
they can see. There is tragedy in their eyes, but also hope, determination
and love. They come to life from the imagination of Kirkland artist Cheryl
Braganza, and they're not easily forgotten.

Cheryl Braganza works on a new painting in her Kirkland home last Friday
afternoon.
Braganza, who is showing her works at Kirkland Library until July 30, said
the inspiration she gets comes from what she feels when she sees the pain of
others.
It all started with me feeling guilty over what the Afghan women were going
through. It meant that they had to go to war in order for me to find out
what was going on. And that distressed me a lot, so I started finding out
about the women in Afghanistan and the women in India - my own culture -
thoughts I had sort of pushed aside after having come to Canada. I had to
express myself, and the only way I can express myself is through my
painting."

Many of her paintings, brilliant with colours that convey the feelings of
the artist, were born from events of the last few years, including the Sept.
11 terrorist attacks. "I painted all these," she said, "just from reading
the newspapers and listening to the news. And I feel that women's voices
have not been heard enough and if I can make them heard through my art, at
least I'm doing something positive."

Born in Bombay, India, Braganza studied art in Rome and England before
arriving in Canada and settling in Kirkland. A true world traveller, she
wears her emotions on her sleeve - or at least on her canvas.

"The idea of this show is to open eyes as this has all opened my eyes. I
hope that it raises people's consciousness and, finally, that it leads
somewhere for me."
Braganza admitted there is someone in Goa, India, who is building a
five-star hotel and wishes to display a painting or two in the lobby.
"That's pretty exciting, so we'll see what happens."

Kirkland Library director Evlyn Payton-Tayler said such exhibits are a
regular occurrence at the facility. "We provide space for artists on a
monthly basis, but they do have to show a certain level of competence.
Cheryl's art certainly qualifies."

Aside from the hours standing at the canvas, she is an artistic force behind
the fundraising of the West Island Palliative Care Residence. She is
donating one of her original paintings, as well as acting as the beacon for
other artists to become involved.

"It started by accident," she said. "I phoned (executive director) Teresa
(Dellar) and offered to donate a painting and we got to talking and I
wondered what else I could do to help. Now I have 50 paintings from artists
to auction off. And there will be 50 more coming."

Concanim the language that i have grown up with, its this very language that
identifies me and my fellow goans where ever we go, its this language that
helps us go back to our roots,Concanim is an acient and culturally rich,a
language that has reached the four corners of our world,our Concanim is full
of expressions that have almost entirely been passed on to us in an oral
tradition.  Pearls of wisdom that we received from our elders which we have,
should be passed on to our children,in spoken form and written, yes written
Concanim is a spoken language we hardly have books in Concanim, there are
writers with their material but no publishing house will take their work for
publishing,we as a Concanim speaking community should work together to
document the works of our writers.

This WORLD GOA DAY 2002, lets take a pledge to work on these lines to
document our Concanim and preserve this for our future generations to come.
