With the marine geophysical survey well under way, India could soon gain
an additional 1 million square kilometres along its legal continental
shelf (LCS). 

This would extend the country's exclusive economic zone to 350
nautical miles from the present 200 nautical miles off the coast, say
officials of the National Institute of Oceanography (NIO).

The survey, being jointly conducted by scientists of the NIO and the
National Geophysical Research Institute and coordinated by the National
Centre for Antarctic and Ocean Research (NCAOR) has been underway for the
past four years. 

India has upto 2009 to file its claim for the extended zone, but
oceanographers said they expected to finish the survey within a
year and file the claim by 2004.

The director of NIO Dr Erlich De Sa said the extension of the continental
shelf would give India the advantage of being able to map the area in
detail, and explore the mineral wealth, particularly gas hydrates.

How Jana Gana Mana became India's national anthem

New Delhi, Aug 13 (IANS) For most Indians, the most enduring image
associated with Independence Day is the unfurling of the tricolour flag from
the ramparts of the ancient Red Fort here, followed by the strains of the
national anthem.

But few Indians would know how "Jana Gana Mana", composed originally in
Bengali by Rabindranath Tagore in 1911, two years before he won the Nobel
Prize for literature, came to be India's national anthem.

While it is clear that "Jana Gana Mana" was sung for the first time at the
Kolkata session of the Indian National Congress on December 27, 1911, a
controversy still rages over whether the song was actually meant to welcome
King George V, as was reported in some leading newspapers of that time.

It is on this ground that many had opposed the eventual choice of this song
as the national anthem of free India.

While Tagore reportedly never contradicted these rumours, many of his
staunch supporters contended that a deeply patriotic man like him would have
composed a song in honour of the British monarch.

As the national movement gathered steam, Jana Gana Mana's popularity
increased by leaps and bounds.

Two other very popular songs during the freedom struggle were "Vande
Mataram", from "Anand Math", written by Bengali novelist Bankim Chandra
Chatterjee, and "Saare Jahan Se Achcha" by Urdu poet Mohammad Iqbal.

In many cases, British authorities, who were eager to crush any nationalist
feelings among Indians during those years, had equated the singing of "Vande
Mataram" with sedition, and people found singing it were punished severely
and often jailed.

On August 14, 1947, just before the country's tryst with destiny, members of
the Constituent Assembly listened in rapt attention as eminent freedom
fighter Sucheta Kripalani sang the first verses of three patriotic songs -
"Vande Mataram", "Sare Jahan Se Achcha" and "Jana Gana Mana".

"Jana Gana Mana" was also sung when Jawaharlal Nehru hoisted the Indian
tricolour and lowered the Union Jack on August 15, 1947, at Prince's Park
near India Gate in New Delhi, symbolising a new dawn in the country's
history.

A final decision on adoption of a national anthem was taken on January 24,
1950, at a meeting of the Constituent Assembly, presided over by Rajendra
Prasad, who later became first president of independent India.

In a short announcement, Prasad said although it was initially thought that
the house would take a decision on the issue by way of a resolution, he had,
instead, decided to issue a statement that "Jana Gana Mana" would be the
national anthem.

He added "Vande Mataram", which had played a historic part in the freedom
struggle, "shall be honoured equally with 'Jana Gana Mana' and shall have
equal status with it".

"Vande Mataram" is India's national song.

The suggestion by Chief Minister  Manohar Parrikar that all stray dogs be
sent to the High Court since the Government is unable to implement the
scheme pertaining to stray  animals as directed by the High Court, only
shows  the impotency on the part of the governmental  authorities to
resolve a matter of great concern.

Why the High Court? It would be more appropriate if all the stray animals
are  sent to the massive sprawling Assembly complex at Porvorim to keep
company with the 40 straying MLAs.

It is suprising that the Chief Minister did not suggest that Goans consume
dogs meat during the fishing ban season!

'Coconut oil healthiest oil on earth'

Washington, Aug 13 (IANS) Coconut oil, which is generally believed to be bad
for the heart and full of cholesterol, is now being feted by an American
doctor as the "the healthiest oil on earth".

Cholesterol fears have mostly put coconut oil on the backburner of Indian
cooking. But naturopathic doctor Bruce Fife has emerged a strong advocate to
propagate the use of coconut oil and coconuts.

He says: "Coconut oil is the healthiest oil on earth." Fife also adds that
it does not contain cholesterol.

Based on his research and study, Fife says that if used daily for cooking
purposes coconut oil could help protect users from heart disease, cancer,
and other degenerative conditions, improve digestion, strengthen the immune
system, and even help you lose excess weight.

Fife, who discovered the benefits of coconut oil during his stay in the
Philippines, has started a Web site devoted entirely to its positive
effects.

Fife has also authored a book, "The Healing Miracles of Coconut Oil".

Modern research seems to back up the claims. Once wrongly accused of
increasing cholesterol levels, coconut oil is now being used by doctors in
the treatment of a variety of disorders, Fife says.

Clinical studies have shown coconut oil has anti-microbial and anti-viral
properties, and it is now being used to treat AIDS. Studies in the
Philippines last year showed coconut oil reduces the viral load in AIDS
patients.

Lauric acid, a key component to health, is a medium chain fatty acid, which
is abundant in coconut oil, and considered responsible for many of its
health benefits. Coconut oil is about 50 percent lauric acid. The only other
abundant source found in nature is in human breast milk, Fife says in his
book.

Mary Enig, a Ph.D. nutritionist/biochemist and one of the world's leading
authorities on fats and oils, says: "Approximately 50 percent of the fatty
acids in coconut fat are lauric acid. Lauric acid has the additional
beneficial function of being formed into monolaurin in the human or animal
body.

"Monolaurin is the antiviral, antibacterial, and antiprotozoal monoglyceride
used by the human or animal to destroy lipid coated viruses such as HIV,
herpes,
cytomegalovirus, and influenza. Some studies have also shown some anti
microbial effects of the free lauric acid."

So why has coconut oil gotten such a bad rap in the recent past? The answer
is politics and economics, Fife says. Coconut oil was heavily used in the
U.S. at one time, for baking, pastries, frying, and theatre popcorn.

Starting in the 1980s, according to Fife, some very powerful groups in the
U.S., including the American Soybean Association (ASA), the Corn Products
Company (CPC International) and the Centre for Science in the Public
Interest (CSPI), began to categorically condemn all saturated oils.

Faulty science was used to convince people all saturated fats were
unhealthy, when saturated fats rich in the medium chain fatty acids, like
lauric acid, are very healthy.

These organisations were aided by the U.S. Food and Drug Administration
(FDA), many of whose key personnel are recruited from and return to the
vegetable oil industry, according to Fife.

The result was that most people switched to vegetable oils, and the main
source of lauric acid from tropical oils in the American diet was lost.

The countries that these tropical oils came from, mainly the Philippines and
Malaysia, were too poor to counter these untrue claims with advertising
investments for the truth. It is only recently that the health benefits of
these tropical oils are starting to become rediscovered, Fife contends.

The oil supports immune system function, helps prevent osteoporosis, helps
control diabetes, provides an immediate source of energy and has fewer
calories than other fats. Above all this Fife argues that regular use of
coconut oil on the skin prevents premature aging and wrinkling.

Coconut oil is also wonderful to use as a hair conditioner. People from
India and the Philippines who are familiar with coconut swear by it. It
softens the hair and conditions the scalp. Using the coconut oil as a
pre-wash conditioner can rid a person of dandruff better than a medicated
shampoo, says Fife, who markets specially extracted virgin coconut oil on
the Web.

The rains have come back again and so has the interest in plants. FULRANI
(meaning Queen of flowers) programme is telecast on Panaji Doordarshan
(National Channel) every Friday from 7.25 p.m. to 7.40 p.m. in a 15
minutes slot. I have been receiving positive feedback from plant lovers,
whether they are members of the Botanical Society of Goa or not.

available. The answer is in the affirmative for access to VHS cassette,

You may want to know some specific information on plants that may be of

I agree with you they would be more at home in the corrrect environment. We 
have similar problems in the U.K. but at least here we have had some big 
cases come to trial and the Government has had to toe the line. There some 
who just don't believe in the Law of the Land. The President of the G.O.A. 
(U.K.) one made a statement at an A.G.M. stating that the G.O.A. was bigger 
than the Courts and the Courts recognised this. I challenged him and asked 
him to record it in the minutes. There were no takers!! It is deemed that 
one is disloyal if one challenges the establishment with the Goan community, 
what a cheeck these people have.

IRON-ORE INDUSTRY FACES TOUGH CHALLENGE: Goa's Rs.1,000-crore iron ore
export industry, hitherto the backbone of the State economy, would soon
face the toughest challenge for its very existence because of the failure
of the Parrikar government to safeguard the interest of this
capital-cum-labour intensive activity, unlike Andhra Pradesh where his
counterpart Chandrababu Naidu is busy mopping up advantages. (Pramod

PANCHAYATS MAY BE PENALISED: All panchayats failing to recover pending
house tax dues from domestic units, hotels and 'rent backs' are in for
trouble as the government is contemplating on taking stringent steps of
dismissing the concerned sarpanchas if required. Minister for Panchayat,
Manohar Azgaonkar, said that Calangute panchayat was already penalized for

CURRICULUM IN TUNE WITH APTITUDE: Chief Minister Manohar Parrikar advocated
the need for introducing flexibility in the curriculum to create scope for

the grant-in-aid pattern to the aided high schools, besides also to change

NO QUESTION OF QUITTING: Chief Minister Manohar Parrikar said there was no
question of him resigning in connection with the court order to frame
charges against Town and Country Planning Minister Atanasio Monserrate in a
case of alleged extortion, cheating and threatening to kill a Mapusa-based

PROGRAMME TO PROTECT REPTILES: "We want to sensitize the people as to why
snakes are important in the environment, and have focused on Goa for two
days beginning with the Nagpanchami festival. We have a target of
sensitizing 2000 students and public in the State through the snake talks,"
said Nirmal Kulkarni, chairman of Mapusa-based volunteer organisation Green
Cross. Green Cross organised the programme in co-ordination with the Indian
Herpetological Society, Pune, and Pune Snake Park, at the LD Samant
Memorial High School in Porvorim, for the school students in the morning
and the general public in the evening. Nilimkumar Khaire, the Director of
the Pune Snake Park and President of the Indian Herpelogical Society,

MARDOL WOMAN RESCUED: The Goa State Commission for Women rescued Sujal
Matkar, a 30-year-old woman, alleged to have been brutally treated by her
family in Mardol, and has rehabilitated her at Asha Mahal, Taleigao. (H)

POLICE CAUTIONS PUBLIC: The Goa police is in frantic search for Akash alias
Shamalrao, the alleged murder of a hotel owner in Simla. Police suspect

MTECH SEATS FOR GOANS: Chief Minister Parrikar yesterday said that
negotiations were on to secure eight seats for Goan students passing out

prankster tried to imitate the voice of Chief Minister Parrikar by calling

long-pending plea to the government for a new burial ground, the Catholic
community from the heart of Margao city has renewed their plea for a

Parish Priest of Grace church, has drawn the municipality's attention to

requires an extractor to extract and execute the virus code. It arrives in
the form of an 11,780 byte portable executable or EXE file. When executed,
the 5,636 byte extractor component (EXTRK.EXE) is dropped to the current
directory and a system Registry key is modified. Perrun is relatively
