See the photo for yourself at http://www.goanet.org Below is his statement: I received the "Prime Minister's National Award for Excellence in Urban Planning and Design 1998-99' which is held under the Ministry of Urban Development. The award was presented on 6th February 06, after a delay of six years. I felt it was my duty to protest and I received the award wearing a funny mask. My reasons are as follows: Though the jury was unanimous in giving me the 1st prize the then Minister of Urban Development Ananth Kumar blatantly attempted to change the result to give the prize to one of his cronies. Over the last five years, I have written to two Prime Ministers, numerous Ministers of Urban Development, complaining the delay. None had the decency to reply or even acknowledge. I finally got the award as I filed a case and a hastily organized ceremony was held to avoid a court hearing. In India where our towns and cities are deteriorating at such a rapid rate, an award of this sort makes such good sense, creating role models which others can follow. It is the duty of the Ministry of Urban Development to be fair and give the award on time. -- Gerard da Cunha, February 10, 2006 --------------------------------------------------------- GAGGED BY THE BAG ... a comment: --------------------------------------------------------- At the Panjim municipal garden, an exhibition is underway which sees citizens working with the local authorities to build awareness about the plastic menace and non-biodegradable wastes in general. (Never mind the spindoctors telling you that plastics is great and provides 2400 jobs to Goa!) Amidst some evening entertainment, you can come across stalls put up by campaigners and activists. View photographs, check the power of effective micro-organisms (EM) and check out alternatives to the ubiquitous plastic bag. There's even a cap designed from arecasheet! Sadly, the mainstream media in Goa has chosen to largely ignore (or overlook) this event. Of course, Goa is blessed with a media that uniformly overlooks and ignores events happening in its readership catchment area, the state itself! --------------------------------------------------------- EM? What's that? --------------------------------------------------------- While visiting the 'Gagged by the Bag' exhibition currently underway at the Panjim municipal garden (see a report on www.goanet.org) I happened to run into the stall of the Green Goa Works. GGW is a not-for-profit company chaired by fashion designer Wendell Rodricks. They're currently promoting EM, or effective microorganisms. EM comes in the form of a 'stock' solution, a brownish liquid suspension containing the select organisms in a highly concentrated condition. The micro-organisms are of various beneficial kinds, including naturally occurring organisms found in yeast (used in bread) and lactic acid (used in curd). The stock solution has to be activated ('extended') first, before it can be used, and is then further diluted for a wide range of hygienic and environmental use. This diluted solution can be used in toilets, bathrooms (including drains clogged with hair, soiled buckets), to fight set odour, dirty carpets, foul orour from used footwear, clothes and cupboards (to prevent future moulding). This liquid with a well-fermented smell and vinegar-like taste is claimed to promote better growth in plants. Even cars can be cleant with EM! While the Green Goa Works is based in Socolwaddo, Assagao (phone 312 2609), the person I met was Alfonso Travasso, who is from Saligao (Grand Morode) himself. After working in Muscat, he has worked on this alternative and gave an interesting explanation of how environmental means were being used to tackle the growing garbage problem in the Mapusa fish-market and elsewhere. Beef reigns supreme in Argentina, with some people eating it more than once a day EVERY day. A favourite way of consuming beef is the asado or barbecue. Here is a recipe for a very tasty beef dish. Enjoy! Beef Empanadas For the dough: 400g/14oz Plain Flour, 1 teasp Salt, 175g/6oz Butter, 1-3 tbsp chilled water. Place the flour in a large mixing bowl and rub the butter into the flour with your fingertips until it resembles a coarse breadcrumbs. Add the water a little at a time and mix with a knife until the pastry begins to bind together. Using your hands, form the pastry into a ball then cover with clingfilm/saran wrap and chill for 1 hour. For the filling: 450g/1lb Minced Beef, 2 onions(chopped), 1 green capsicum, (sweet pepper)- chopped, 50g/2oz raisins (pre-soaked in warm water), 2 tbsp chopped green olives, 1 tbsp tomato paste, 1 hard boiled egg(chopped), 1 beaten egg, to glaze, 1 teaspoon tabasco sauce, salt and pepper, to taste, 2 teaspoon fresh thyme leaves Heat the oil in a frying pan, add the beef and lightly brown on all sides. Add the remainder of the ingredients, mix well and cook over a low heat for 10 minutes. Set aside until you are ready to assemble the empanadas. Preheat the oven to 200C/ 400F. Roll the pastry out on a lightly floured surface to about 3mm/1/8th inch thickness then cut into 8 circles using a plate or small saucepan lid. Divide the filling between the pastry circles then brush the edges of the pastry with a little water, fold over to create semi circles and press the edges firmly together with a fork making sure they are well sealed. Brush the tops with beaten egg and bake for 20-30 minutes until golden brown.
