But in our considered opinion to real issues affecting the over 1,80,000 consumers besides other telephone users have not been addressed to. Hence we feel that the space provided to your organisation does not serve the purpose. The reasons for many of the deficiencies in the Goa Telecom are attributed to the fact that the top heavy organisational setup consists of 97 non Goans from Sub Divisional Engineers upwards besides the Junior Telecom Officers and the numerous others down the line manning the Goa Telecom District which comes under Maharashtra Telecom Circle are also non-goans.
The posting in this District is like a posting in the Gulf. Hence corruption is rampant at all levels. You could travel in all the remotest exchanges specially in Salcete in "mufti" incognito to ascertain this fact. In our opinion Goans have been taken for a joy ride despite the State accounting for over 1,80,000 connections nearly 13% teledensity as compared to 3% of the entire Maharashtra Telecom Circle. Surprisingly you as General Manager Mr. N. Chenchaiah have come back to Goa for the second term in office in such a short span. Despite your acquaintance with the State the Telephone Directory corrected upto 31-03-2002 and distributed after over one year one and half month i.e on 19.5.2003 indeed is a long time given to any printer worth his salt. The result is it is filled with several inaccuracies, poor binding and topsy turvy lose sheets. The best part is they have run out of stock. We at South Goa Public Interest Action Group a regd NGO with headquarters in Margao and jurisdiction over the entire South Goa Parliamentary Constituency request you to collate and provide us the exact number of Telephone Directories distributed till date. It may be of interest to you to note that the State had the first printing press in Asia and some of the printers in Goa familiar with the names could have been entrusted this job. Though your "Message" on the Telephone Directory refers to upgradation of Telecom services in Goa with an additional twenty two exchanges the names still continue under the 91 old Exchanges. Obviously if the Directory was given for printing with data corrected upto 31.03.2002 you ought to have restricted your comment on the state of the Goa Telecom District upto 31.03.2002 and not beyond. We are simulataneously requesting the Hon'ble Union Minister for Communications and our Member of Parliament in the Rajya Sabha to pursue the issue as well as to investigate into the quality and inordinate delay of the Telephone Directory 2002 and the circumstances under which the present publishers have been allowed to go scot free despite the delay. We are also appealing to the subscribers in the Goa Telecom District to bring to our notice instances where the Directory has not been issued to existing consumers before the date of issue i.e 19.5.2003 as there are instances where the consumers have to plead with the officials to get a new Directory. The consumers are also being directed to return the illegibly printed or improperly bound Directory to the Goa Telecom District and demand ain exchange a fresh copy. These will be presented to you at the Telephone Adalat whenever held. Kindly therefore direct the printers to provide an additional set of the Directories for such consumers. Your clarification in the matters listed above will be appreciated.
