(PTI) -------------------------------------------------------------- THE GOOD NEWS:::::::::::::::::::::::::::::::::::::::::::::::: -------------------------------------------------------------- EDUARDO FOR EMIGRANTS' OFFICE IN GOA (The Navhind Times): The Commissioner for NRI Affairs, Mr Eduardo Faleiro, has written to the Union Minister for Overseas Indian Affairs, Mr Valayar Ravi to consider exempting maids, drivers and other workers of the lower income group who seek employment abroad from appracohing the officer of the Protector of Emigrants, at Mumbai, to obtain the emigration clearance. Presently, teachers, doctors, nurses and those holding a diploma or a university degree are exempted from emigration clearance. Addressing a press conference at the ministers' block in the secretariat today, Mr Faleiro informed that he would also vist some states like Punjab, Haryana, Gujarat and Rajasthan to study the emigration pattern for the persons from these states who emigrate to foreign lands. "I would have liked to visit Kerala, immediately, but the election process in this state has made me change my mind," he added. Due to low literacy and other factors, such persons need the services of intermediaries and they are harassed and fleeced and often they are also victims of criminal offences, Mr Faleiro observed, adding that under these circumstances, it becomes necessary to establish an office of the protector of emigrants in Goa itself. Mr Faleiro said that he would follow the possibility of conferring voting rights on the non-resident Indians from Goa, living around the world. There is a bill pending in the Parliament to amend the Representation of People's Act so that such rights may be conferred on NRIs, he said, pointing out that the bill however is not yet scheduled for discussion in the Parliament. "I will meet the Union Minister of Law, Mr Hansraj Bharadwaj during my proposed visit to Delhi, scheduled for April-end, for discussing this issue," Mr Faleiro said. The other issue in the list released by Mr Faleiro about the priorities concerning the NRIs from Goa includes protecting the houses and properties of the Goans away from their motherland. "The Chief Minister, Mr Pratapsing Rane has asked me to take special interest in the matter and I am working in this regard," Mr Faleiro said. Mr Faleiro also intends to get the degrees of the Goa University recognised by foreign countries, especially the government of Kuwait where maximum Goans go in search of employment. "I have taken up the matter with our ambassador in Kuwait and hope that he will pursue the matter with the said government," he stated. Goans holding foreign passports may use chartered flights, however, the PIOs who come to Goa on chartered flights are required to return within four weeks from the date of their arrival, Mr Faleiro further said, mentioning that PIOs of Goan origin should not be inconvenienced only because they have exceeded the four-week period. The Office of the Commissioner for NRI Affairs will also be setting up its website within a month to inform the NRGs of different facilities available to them from the state as well as the central government. The website will be developed by Goacominsys and Mr Jerry Menezes. Replying to a question, Mr Faleiro said that he would be proposing issuing of bonds for the NRGs with higher rate of interest than that offered by the banks, so that maximum money earned by the NRGs is invested in the state. Answering yet another question, the Commissioner for NRI Affairs said that he is examining the possibility of a single window system with the Economic Development Corporation. (GT) o South Goa Advocates Assn mourn the death of their colleague Adv Samuel Fernandes. o V H Timblo, of the Salcete Taluka Coop Housing Mortgage Society, died on April 2. o Mormugao, Head-Land, Sada: Prabhakar Dattaram Palyekar, 12th day remembrance. -------------------------------------------------------------- DAISY'S FAVOURITES: Recipies from [EMAIL PROTECTED] -------------------------------------------------------------- Sorpotel - traditionally served at Easter in Goa: 1 kg boneless pork, 1 pork liver, 1 heart, 1 tongue, 2 kidneys, 3 cups water, 12 dried red chillies/peppers, 12 peppercorns, 12 cloves garlic, 1 inch piece ginger, 1 tsp cumin seeds, 8 cloves, 2 one-inch pieces cinnamon, ¼ cup vinegar, ½ cup oil, 1 peg coconut feni, Salt to taste, 6 green chillies/peppers, chopped, 4 medium onions, chopped fine. Wash and pat dry the meats. Put in a deep pan with the water on medium heat. Cover with a lid and parboil the meats, (approx. 20 minutes). Remove from the fire, cool and dice the meats fine. Keep aside the water. Put all the spices except the green chillies/peppers and onion, into the blender/grinder with the vinegar and grind to a fine paste. Heat the oil in a deep pan on medium heat and lightly fry all the diced meat, stir frying continuously till it is lightly browned. To the fried meat add the ground spices in vinegar and stir fry for 5 minutes. Add salt to taste, coconut feni, any remaining vinegar, the stock of the boiled meat , chopped onions and green chillies. Lower the heat and let the sorpotel simmer fro 45 minutes or more. Take care to stir it occasionally. When the oil comes to the top and the sauce is thick, remove from the heat. Remember the sorpotel tastes better on the 3rd or 4th day, after it has been warmed up once a day till the day it is served. It is customary to serve sorpotel with sannas for special occasions. Sannas: 250 grams rice, 1 coconut, 3/4 bottle toddy (sap of coconut palm), salt and sugar to taste. Wash the rice and soak overnight. Drain then grind the rice finely with some of the toddy. Grate and then finely grind the coconut. Mix the rice, coconut, 1/2 tsp salt and about 4 tblsp (or more) sugar. Add enough toddy to make a thick batter. Cover and keep in a warm place for about 3 hours until batter doubles in quantity. Pour batter into saucers or idli moulds and steam for 20 minutes. To check if the sannas are done, pierce with a knife.
