Hi Mr.Pinto, Glad you brought up a topic of real concern at least to me. I feel so sad when travelling to and fro everyday I come across this great expanse of fields uncultivated, left fallow for reasons I assume stated by you. Adding to your suggestion I feel alternatively the small holders (and all of them invariably are small landholders though the land normally belonged to the poorly -regarded -today communidade) should be brought together into a cooperative. If the cooperative is of a certain specified land size then the government provides them with the required machines and even other benefits. The aim initially is to encourage cultivation, if not grains then perhaps floriculture or horticulture.
