11 years ago, I used to book it through the office of the Under Secretary, Secretariate, Panaji.
Beware: All the times, we had confirmed booking for a room (Bom/Del) but we always ended up sleeping in dormitory. Reason they usually give 'the booked room taken by the top Govt, officials' but no proof to support this. People were saying there is something going on back doors.. Finally, it may not be available to NRI GOANs (it is primarily for GOANs and booking must be done in GOA) but there may be some exceptions say when one coming to attend Govt. organised events like Pravssi Divas etc. Please find out from any one in GOA.
