o Goa budget presented in Lok Sabha

  Government on Thursday presented the budget for Goa now under President's
  Rule, which estimates a revenue deficit of Rs 41.79 crore despite a 16 per
  cent rise in tax mop up during 2005-06. However, the state is slated to
  end with an overall surplus of Rs 104.64 crore for next fiscal.  The
  state's fiscal deficit was budgeted at 8.98 crore but the revised estimate
  shows a surplus of Rs 75.74 crore for this fiscal.  Presenting the Goa
  budget, he said revenue receipts of the state has been budgeted at Rs
  2,872.94 crore while revenue expenditure was pegged at Rs 2,914.74 crore,
  which leaves a revenue deficit of Rs 41.79 crore for 2005-06.

o Political appointments in corporations withdrawn. Governor Jamir
  has withdrawn the political appointments to state-owned
  coroporations, made by the Rane government during its brief
  period (in power), and directed the secretaries of these
  corporations to oversee their functions. (NT)

o Parrikar puts up a brave front. Says vote bank not affected.
  Parrikar said the victory of Congress-supported candidates
  at the recently held zilla panchayat polls has not affected
  the BJP's vote bank and, instead, the party's base has expanded.
  "BJP's vote bank has always been urban oriented," he said,
  adding, "the results were as expected by us and so I was
  not surprised." Interestingly, it may be recalled that party
  president Rajendra Arlekar, on election eve, had said that the
  BJP-supported candidates would not only win a majority of the 
  seats but the chairpersons would also be from the BJP. (H_

o Goa's Employment Exchange to be revived, now that the 
  Pre-Employment Training Scheme (PETS), launched by the
  Parrikar government, would be virtually discontinued. (H)

        Scheme. Vows to reverse decision if returned to
        power after by-polls. Chief Secretary Ms Kiran

        by three siblings at Bagwaddo, Sanvordem on
        Wednesday. Their father Salin Fernandes is yet to
        be traced in Hospet, Karnataka. He works at a

        SINQUERIM: He could pass off as a suntanned version of 
        Lalu Prasad Yadav. Dressed in a bright yellow T-shirt,
        matching track-pants and a streak of vermilion on his
        forehead, Ashok (name changed) blends easily into the 
        group of Indian tourists strolling at Sinquerim beach
        ogling at a couple of bikini-clad foreigners.

        What few people know is that Ashok runs the entire
        masseuse-prostitute-hawker-vendor racket in the 
        northern coastal belt and claims to have the police
        under his control. Perhaps that would explain why
        female masseuses have a free run of the beach
        from Sinquerim to Baga.

        When Team GT, posing as prospective shack owners,
        approached him on Thursday morning, Ashok boasted,
        "I make a minimum of Rs 20,000 everyday. Now that
        I am sitting with you I must have lost about Rs 1000."

        "Time is money and money is honey. I come to
        the beach only with vermilion on my head and go
        back with this," he said, unrolling a bundle
        of notes which included one thousand Rupee notes
        and several five hundreds at 11 am.

        Explaining that he is a migrant from neighbouring
        Maharashtra who lived off the beaches for the last 25 
        years, he says he knows every nook and corner
        of Goa like the back of his palm. Apparently, his
        hands have a magical effect, ensuring that foreigners
        pay through their nose to be massaged with them, while
        the police -- allegedly -- eat out of them.

        When asked to arrnage for masseuses and murgis 
        (the codeword for prostitutes) for a shack in Pernem,
        Ashok explained the deal: "You will get 30 percent
        but I will come only if there are 100-200 foreigners
        and about 20 beach beds. I can arrange murgis from
        Rs 500 to Rs 25,000. Whatever you want I will get you.
        Even if you want naked dancing girls I will get them
        for you."

        Bargaining is not entertained as Ashok shoots down
        a plea for a 50 percent share in the revenues even
        as he is assured that it was his responsibility to
        ensure quality and competitive prices. He even said that
        he would take care of the police and claimed, "I pay them
        Rs 11,000 every month as hafta and they will not touch
        my people."

        However, keeping in line with his own self-imposed
        code of conduct, Ashok says minor children for paedophiles
        are a strict no-no. "All the girls are from 20-years-old and 
        onwards. Dealing in minor girls is not good," he says.

        Meanwhile, a tour of the stretch from Sinquerim to 
        Candolim revealed that a large number of masseurs are still
        operating even as policemen were not to be seen in the area.
        Even a beggar with a bandaged arm and a disheveled woman in tow
        freely mingle with sunbathing tourists.

        Near the River Princess, a foreign couple openly violated
        the Goa Children's Act by playing with naked children in
        sea, as three Lamani women sat on a sun bed looking at
        one of their colleagues massaging a foreign tourist.
