I've been noticing that lot of directors and secretaries of government departments are not Goans. I heard recently that the IAS still does not have a Goa cadre. Is this true? Does anyone know why is this is so? Is it because not enough Goans qualify for the IAS to deserve a seperate cadre? Does an
