11 years ago, I used to book it through the office of the Under Secretary,
Secretariate, Panaji.
Beware: All the times, we had confirmed booking for a room (Bom/Del) but we always
ended up sleeping in dormitory.
Reason they usually give 'the booked room taken by the top Govt, officials' but
