In an industry there are various departments. Let's take the case of Production Department. Generally at factory level, the top post starts with VP or General manager. The strata of levels generally are: General manage, Manager, Asst. Manager, Officer, Jr. Office, and so on till it come to packaging department as packers. What I mean by altu faltu is, say a well qualified and experience Goan wants the job in production line, he will at the most be absorbed at Manager (most unlikely) or at Asst Manager or at office level even when he is equally qualified to be General Manager or VP. This scenario always prevails because any outside company always prefers to place their men on the top slot and take in the locals (no matter how well they are qualified and experienced) at the level where Goan has to report to a series of their trusted men who are not even worth to report as they are either not qualified or experienced. Under such circumstances if you call that "so what....at least a job is given to a Goan...that it"......such type of jobs creates unrest and frustration in Goans and they try to migrate for better jobs out side Goa. You will find most Goans in Mubai are occupying top slots in the company. Whether you agree or not this is the actual prevailing scenario. Just go round the existing industries in Goa. You will find this picture which I am talking about. Goans may not be so much enterprising that does not mean that Goa Government has to spend Goan exchequers money to fill the bags and baggage of non-Goans. Just tell me one thing, will you like your father/mother to give their all the wealth they have to non-family member to start an industry if you being their son not interested to start one! If you don't mind, than I have no other comments to offer on this point. Just have a look at so many one time settlements done by our politicians with respect to the huge loans taken by the prevailing industris in Goa. Do you accept this is fair and just!!
