25% of Govt servants are not SSCE: Census

Even in the age of information technology and high qualifications, the State 
has twenty five percent of employees who have not passed SSCE.

The report “The Census of Goa Government Employees” compiled by the Department 
of Planning and Statistics and Evaluation, states that 11775 Government 
employees have not cleared SSC exams.

The report, which has claimed that there was an increase of 3.8 percent in the 
Government employees between 2005 and 2007, has further stated that there are 
17639 employees who are above SSC.

This is at a time when the State is boasting of 82 per cent literacy rate.
What is baffling further is among the 47718 strong work force, the State has 
only 7918 graduates and 2167 post graduates.

The report covers all the Government employees working with the 76 departments, 
13 public sector undertakings and 16 grant-in-aid institutions.
The report also points out there are 3644 diploma or ITI certificate holders 
while 1792 are professionals in government departments and State PSUs.
The survey further states that seventy five percent of the employees in the 
government departments are Hindus, with their number being 36672.
There are 9935 Catholics, 1068 Muslims and 43 others (not given religion), the 
report states.

The report also reveals that between 2005 and 2008, when Pratapsing Rane was 
the chief minister, Police Department had recruited maximum personnel (672), 
followed by Health Department (464).
The Health Department was headed by Dayanand Narvekar then.
Electricity department (232) and Education Department (173) were the third and 
fourth highest recruiters during that period.
