CUSTOM OFFICERS HARASS SEAMEN AND PEOPLE RETURNING FROM GULF – SHANTARAM
NAIK TELLS MUKHERJEE
Mr Shantaram Naik said that custom officers behaving rudely and causing
undue harassment to people, specially those returning home from gulf
countries or from sea voyages, with a few gifts to the members of their
families, should be charged with indiscipline under the relevant service
rules and dealt with accordingly.
Mr Naik who was participating in the meeting of the Consultative
Committee of the Ministry of Finance presided over by the Union Finance
Minister Shri Pranab Mukherjee, in New Delhi, said that behavior of some
of custom officials brings frustration in the minds of Indians working
abroad for their livelihood, specially, low income group employees and
said that such matters should be viewed seriously.
When such treatment is sometimes meted out to foreigners, they speak ill
about our country, Mr Naik said.
Mr Naik said that experience has shown that when any Indian traveler
returning with two items of similar type, custom officers, sometimes
keep one for themselves and, therefore, now-a-days people have become
wiser not to bring two pieces of similar item.
Finance Minister Shri Mukherjee had kept “trade facilitation in Customs”
as the subject for discussion for the meeting,
Mr Naik said that Commissionerate of Customs, Central Excise and Service
Tax in Goa was without a regular Commissioner for more than a year.
Temporary arrangements were made by giving additional charge to the
Commissioners of neighboring State from time to time, until recently,
when a new regular Commissioner has been posted.
As a result, Mr Naik said adjudication cases have piled up leading to
inconvenience, hardships and other losses to the concerned people.
Mr Naik said Mormugao Custom's house is located in a beautiful place and
hence department should do proper landscaping of the area.
Mr Naik said that now-a-days film actors and actresses are detained at
the airport for non payment of customs duty where electronic media
steps in, to give, day long, undue publicity to the incidents.
Later on, Mr Naik said, the actor or actress concerned pay required
custom duty but, on account of the publicity, they get, the very next
day, film or television contracts worth lakhs of rupees, which makes
one to infer whether there is a conspiracy involved in such matters.
Member of Parliament Shri Rajkumar Doot, Ishwarlal Jain,Smt Rajkumari
Ratna Singh, Shri A. Anthony Dr. Sudarshana Nachiappan, and others also
expressed their views.
Shri Namo Naraina Meena, Shri S.S. Palanimanickam , both Union Minister
for State for Finance were present on the occassion.
