Unnecessary suffering and expense has been caused not to mention the mental agony. If culling of *stray* dogs is advocated, then there will be a hoo ha by the animal lovers and a big tamasha. Sadly, while human sensibilities promote animal welfare, no body thinks of human welfare. So up with dogs and down with humans. Life in Goa/ India is cheap.
