Victoria R.Fernandes St. Cruz has resigned from the
INC. Even if the same has not been accepted   the
options are few as they ought to otherwise disqualify
her for abstaining from voting despite the whip being
issued.

The reduced strenght of the INC is

However there are  attempts to woo the BJP MLA's> This
is a tall order although it was rumoured that Mr
Rajesh Patnekar of the BJP would resign from the
Bicholim Assembly Constituency.

However what appears to have gone against the INC is
their credibility in keep up with their promises once
a majority is clobbered, and hence as of now no one
would dare to join the INC.

In the points of merit on the GDA coglomeration 
a) it is easier to distribute the loaves and fishes of
office by Minsterial posts and corporations, than on
the INC front.
b) the GDA now has representatives in all except
Quepem Taluka and Sattari Taluka. Therefore the
possibility that Mr Vishwasjit Rane may extend issue
based  support to the GDA cannot be ruled out.
Incidentally Mr Rane had filed a suit of defamation
against Mr Parrikar and that may have to be withdrawn
as a quid pro qua.  The Quepem MLA's will have to
decide how best the interests of their constituency
could be served and Mr Shyam Satardekar may now have
to bite the bait of seeking re-election after
resigning. Mr Chandrakant Kavlekar will not be
acceptable to the GDA..

Today evening when the Governor arrived the issues
before him was to ascertain not how best he could deal
with the technicalities cause by the failure of the
Speaker to disqualify Ms Victoria Fernandes, and the
stance by the CM who failed  to move for leave to
introduce the Goa Tax on Infrastructure (Amendment)
Bill, 2007 and also introduce the Bill,on 26th July,
2007 despite his tall claims of having a majority and
an ace up his sleeves.  The adjournment of the House
therefore was not correct.

Now with moves to disqualify the Speaker by the GDA
the House when it convenes will have to take up that
motion first unless Mr Pratapsing Raoji Rane steps
down.

Mr Parrikar the CM designate has met the Governor and
placed before him the ground reality and is awaiting
his verdict.

Presidents rule with the House being placed under
suspended animation is a remote possibility for there
would be enough room for horse trading during the
intervening period. With the differences within the
INC fold. It may not surprise one if two thirds of the
 NCP three candidates decide to merge with the Save
Goa Front.

Meanwhile it is clear that the INC coalition avoided
the possibility of the language amendment bill coming
up on 27th July 2007 by adjourning the House.  This
clearly shows that the coalition was against the
amendment.

It is now left to the GDA to prove their credentials
by bringing forth an amendment to OLA 1987 for grant
of official language status to Konkani in Roman script
with due safeguards for a near official status to
Marathi short of its use in matters of employment. 
This would finally end up the language issue once and
for all.
