If the Panchayat Minister Manohar Azgaonkar is to be taken seriously, the growing opposition to mega projects by the Gram Sabhas across the State will be remedied through an amendment that will enable the Director of Panchayats to direct the Panchayat Secretary to issue the permissions in the event that the Village Panchayat refuses to grant the permission. This was disclosed by the Minister while speaking as the chief guest at the Symposium on the theme "Nehru, Democracy and Panchayat Raj" organised by the Nehru Center at Adharsh Hall ,Panjifond, Margao. Sympathising with the builders, the Minister opined that it is only after ascertaining the land-use that investments in land are made and projects designed, very often even to the extent of borrowing finances. The concerns expressed over insufficient infrastructure like water, electricity, roads and other amenities is not the business of the Gram Sabha but of the government [of which he is a part] for which provisions are already made while changing the land-use. Babu Azgaokar said that such agitations by the Gram Sabha are not acceptable in a democracy and anyone aggrieved over some issue must approach the courts. The Minister however made a quick exit from the hall on sensing the questions that would be thrown up by the Sarpanchas and students who were attending the symposium.
