I am not an architect and admit to total ignorance on  the subject of planning, 
but to preserve the topography of Goa and have constructions that blend into 
the beautiful setting is it possible that architects and planners insist that 
all forthcoming constructions have a ceiling on the height of the building (for 
example 2 or 3 floors).  It is really unaesthetic to see such huge ugly 
structures popping up all over Calangute and Candolim and other villages of Goa.
